The basis to the network was was formed in the course of five Daphne projects, in which partner organisations in 28 EU member countries and regions participated. Coordinator of these projects, each with a duration of one year and carried out between 2003 and 2009, was the Women's Counselling Centre in Goettingen, Germany. All of these projects had one aim: to provide information about the health consequences of experiencing violence among women and girls, especially about post-traumatic stress disorder (PTSD). For this purpose, audiovisual training materials were developed and disseminated Europe-wide. Aided by these materials, all project partners carried out training units in their countries, for target groups such as field workers in psychosocial and medical services as well as representatives from politics, associations, justice and police.
Accompanying PR measures made it possible for the projects to sharpen public awareness concerning health consequences of gender-based violence. These measures provided impulses for Europe-wide improvements to the quality of national health care systems with regard to women and girls affected by violence. The individual projects funded by the European Commission as part of the DAPHNE programme were:

So far, this project represents the peak and end point of a successful European cooperation: not only was it possible to complete the list of EU member countries involved – except for Sweden, all current member countries participated.
